BOTH FRONT BACK REST WOULD MOVE WHILE TRAVELING (WOULD NOT LOCK IN PLACE) VEHICLE TAKEN TO INDEPENDENCE REPAIRS SHOP FOR REPAIRS; CONDITION WAS STILL REOCCURRING. INDEPENDENCE REPAIRS SHOP TOOK VEHICLE TO DEALER AND WAS INFORMED THAT THE SEAT ONLY WOULD LOCK WHEN BRAKE ARE APPLYED. CAN NHTSA SHARE SOME LIGHT ON THIS MATTER.
