THE CONTACT OWNS A 2004 TOYOTA HIGHLANDER. THE CONTACT STATED THAT THE SEAT BELT FAILED TO RETRACT AND WOULD ALSO INTERMITTENTLY SEIZE. THE DEALER WAS UNABLE TO DIAGNOSE THE FAILURE.
