VEHICLE WILL SURGE FORWARD WHILE IN GEAR. VEHICLE ALSO WILL SURGE IN NEUTRAL CAUSING RPMS TO RISE. THIS OCCURS AFTER INITIALLY STARTING THE VEHICLE AND DRIVING FOR APPROXIMATELY TEN MINUTES. DOES NOT MATTER IF THE VEHICLE HAS NOT BEEN STARTED FOR A LONG OR SHORT PERIOD OF TIME. WHEN THE VEHICLE SURGES IT SEEMS TO BE AT 1/4 THROTTLE.
