    1. TICKING NOISE WHILE CORNERING WITHOUT THE BRAKES APPLIED: Ticking noise coming from front wheel while cornering without brakes applied, noticeable at low speeds. The vehicle must be moving. 2. CRACKING NOISES FROM THE FRONTAXLE AREA WHILE TURNING THE WHEELS, WHEN STATION: Cracking noises are heard from the front axle area while maneuvering at low speeds (e.g., parking lot maneuvers) or when turning the steering wheel while stationary. I am reporting safety issues that were never addressed by BMW North America, and for which I received no notification. Although I purchased my vehicle used, I registered it with BMW USA. The vehicle is out of warranty, but it is affected by the conditions described in SIB 34 05 17 and SIB 31 01 12. BMW USA is refusing to correct these defects, despite their clear safety implications. I was never informed of these issues by BMW USA.

To the National Highway Traffic Safety Administration (NHTSA), The City of Los Angeles and its subsidiaries have failed to fix the intersection at S Newport Blvd and Harbor Blvd. This intersection has become a systemic safety hazard, and local government efforts have proven insufficient in maintaining federally mandated safety standards. This failure of infrastructure poses a severe risk to public safety and contributes to avoidable traffic incidents. Because the local authorities have been unable or unwilling to remediate these hazards, I am filing this formal complaint to request federal oversight. I urge the NHTSA to investigate the city’s neglect of this intersection and ensure that immediate corrective actions are taken to bring this roadway into compliance with federal safety guidelines.

The roadway on [XXX] is severely destroyed with extensive erosion, deep potholes, and complete surface failure. The previous resurfacing was a cheap top-layer only job (few inches deep), which eroded quickly and left massive depressions that damaged my car's suspension (requiring repairs) and create ongoing risks of vehicle damage, loss of control, hydroplaning, and accidents for all drivers. The City of Upland has failed to take meaningful action or perform proper maintenance despite repeated reports and complaints. City Public Works has not fulfilled their responsibility, allowing this longstanding safety defect to persist and directly cause harm to vehicles and endanger public safety. Reporting to NHTSA as a roadway-related safety issue that has damaged my vehicle (suspension failure from hitting eroded areas/potholes) and could indicate broader trends in road conditions affecting vehicle performance, handling, traction, and overall safety. Please evaluate for any defect implications, trend analysis, or referral to appropriate authorities. **Urgent corrective actions required:** 1. Full-depth pavement evaluation and reconstruction: remove all failed surface/base layers, repair/compact subgrade, apply proper asphalt overlay or full repave to current standards. 2. Engage a qualified, different contractor to avoid repeating the prior substandard work. 3. Immediate temporary patching/measures for safety until permanent fix is completed. Treat this as an urgent traffic safety matter—prompt assessment and resolution ASAP. No resolution despite repeated city-level reports. If no meaningful progress (case/reference number, timeline for NHTSA review/referral) within 14 days, escalate further to FHWA, USDOT, California State Auditor, and San Bernardino County Board of Supervisors for higher-level oversight. Photos of road damage, erosion, failed resurfacing, hazards, and my vehicle suspension damage attached/available. The roadway near [XXX] has progressive subsidence over more than 2 years, resulting in a reversed/inadequate gradient. Severe stormwater ponding after rain forms a river-like pool of standing water contaminated with toxic waste, raw sewage, industrial pollution, chemicals, ankle-biter mosquito larvae (breeding vector for diseases like West Nile), dirt, mud, animal droppings, litter, and dead plant matter. This creates major hazards: hydroplaning/reduced traction for drivers, accelerated pavement failure, pedestrian slip risks, high vector-borne disease potential (mosquitoes), foul odors, and possible sinkhole from subgrade erosion/voids. Reported >20 times via MyLA311 in 2+ years. City previously acknowledged sinking gradient needs correction. Only action: one failed temporary asphalt patch that worsened the depression. No subsurface investigation (GPR/etc.), gradient restoration, permanent drainage (catch basins/inlets/piping/regrading), full-depth repave, or contaminated water abatement. **Urgent corrective actions required:** 1. Deploy civil/geotechnical engineers for subsurface evaluation with ground-penetrating radar (GPR) or equivalent to identify cause (voids, erosion, utilities) and assess sinkhole risk. 2. Restore proper roadway cross-slope/longitudinal gradient for effective positive drainage. 3. Install/repair stormwater infrastructure to eliminate chronic contaminated ponding. 4. Full-depth pavement reconstruction: remove failed layers, compact subgrade, new asphalt to standards. 5. Coordinated inspections by Streets LA, Bureau of Engineering, independent geotech consultant, vector control, and contractors. Treat as urgent public health/safety priority—immediate on-site assessment and permanent repair ASAP. No resolution after 2+ years despite repeated reports and City admission. If no meaningful progress (assigned case, engineering timeline) within 14 days, escalate to Office of Management and Budge INFORMATION REDACTED PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6)

    - Newhall, CA

I am submitting this formal complaint regarding the Los Angeles County Sheriff’s Department (LASD) and its subsidiary, the Santa Clarita Valley Sheriff’s Station (SCVS). I request confidentiality to the extent permitted by law. This complaint alleges a systemic pattern of overpolicing, pretextual stops, and excessive citations for minor violations, disproportionately targeting Latino/Mexican and Black drivers in Newhall, CA, and the broader Santa Clarita Valley. These aggressive tactics intensified following a 2013 high-profile fatality and have persisted for 12 years. Observations in Newhall Residents in Newhall report an extraordinary volume of enforcement. Examples include "fix-it" tickets for factory-standard license plates (claimed to be the "wrong color") and stops for non-existent engine modifications. These stops create a climate of fear and financial burden for minority residents. Documented Misconduct * Perjury (2016–2021): SCVS deputies [XXX] and [XXX] were criminally charged with felony perjury for filing false reports regarding traffic citations. * Excessive Force: A $400,000 settlement was approved in late 2024 for a 2021 case involving the racial profiling, choking, and tasing of a driver by SCVS. * Profiling: The 2020 gunpoint detainment of Black youth in Canyon Country sparked outcry over biased enforcement. * RIPA Data: State data confirms LASD Hispanic drivers are searched at significantly higher rates than white drivers, despite lower hit rates for contraband. Violations & Requested Actions These practices violate the 4th and 14th Amendments, the Racial and Identity Profiling Act (RIPA), and Title VI of the Civil Rights Act. I urge an immediate audit of SCVS stop data (specifically zip code 91321), an investigation into pretextual patterns, and a review of the City of Santa Clarita’s contract with LASD to ensure constitutional compliance. Sincerely, Anonymous Complainant January 22, 2026 INFORMATION REDACTED PURSUANT TO THE FREEDOM OF INFORMATION ACT (FOIA), 5 U.S.C. 552(B)(6)

I would like to complain about how bright and where vehicle headlights are pointing. New trucks, jacked up etc, regardless if they are coming or stopped at a stoplight behind you are often too bright. Headlight beams used to be "shaped" to where the light wasn't blinding to others. I think the auto companies or whoever is in charge of lights has gotten to far away from that. Same can be said about most SUV's and some cars. Lights are just blinding.

To: National Highway Traffic Safety Administration (NHTSA) Subject: Urgent Request for NHTSA Intervention: Chronic Street Racing and Equipment Non-Compliance – 18th St, Upland, CA Location: 18th Street (between Wilson Ave and Mountain Ave), Upland, CA. Description: I am formally requesting immediate federal intervention to address a 20-year crisis of illegal drag racing and vehicle equipment violations on 18th Street. Local authorities and law enforcement have been entirely useless in resolving this matter; their repeated failure to act has allowed the situation to reach a dangerous peak this year. Because local police have failed to provide any effective solution, I am requesting that the federal government bypass local law enforcement and instead deploy all available alternative resources, including federal regulators, inspectors, auditors, compliance checkers, and referees. The vehicles involved—trucks, sedans, coupes, and motorcycles—are equipped with illegally modified, non-CARB compliant, and straight-piped exhausts that violate federal safety and emissions standards. This activity occurs daily, peaking weekdays at 4:30 PM and lasting all day on weekends. I am demanding the immediate implementation of NHTSA checkpoints in this specific area to inspect for illegal exhausts and street racing modifications. We require federal oversight to audit the safety of this roadway and enforce equipment regulations that local agencies have ignored for two decades. Please dispatch NHTSA safety inspectors and regulatory enforcement officers to this location immediately to fix this issue once and for all.
