Problem: THERE MAY BE POOR RESISTANCE TO IMPACT WHICH COULD RESULT IN BRUISING AND LEAD TO SEPARATION OF THE RUBBER COMPOUND FROM THE PLIES IN THE TREAD OR SIDEWALL AREAS. TIRES DO NOT COMPLY WITH THE MINIMUM STRENGTH REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 119, "NEW PNEUMATIC TIRES FOR VEHICLES OTHER THAN PASSENGER CARS".Recall Details - 10/4/1983
