WHEN THE CHILD IS PLACED IN THE CHILD SAFETY SEAT AND HAS ON A COAT, THE HARNESS STRAPS ARE THE LAST ADJUSTMENT NOTCH AND THERE IS HARDLY ENOUGH ROOM TO PLACE THE CHILD'S ARMS THROUGH THE STRAPS. THE CHILD IS VERY UNCOMFORTABLE AS THE HARNESS IS VERY TIGHT. TS SCC
