8/8/2013 - COLORADO SPRINGS, CO
TOOK VEHICLE IN QUESTION TO MY MECHANIC DUE TO STARTING ISSUE AND FUEL SMELL. HE DIAGNOSED A SIGNIFICANT FUEL LEAK DUE TO A CRACKED FLANGE ON THE FUEL PUMP. HE FOUND THERE WAS A RECALL FOR THIS EXACT PROBLEM FOR THIS EXACT MAKE, MODEL AND YEAR OF VOLVO. CALLED VOLVO AND THEY REJECTED REQUEST FOR RECALL REPAIR DUE TO VIN NUMBER NOT BEING INCLUDED IN RECALL. I BELIEVE THIS VEHICLE SHOULD BE SUBJECT TO THE RECALL REGARDLESS OF THE VIN NUMBER BECAUSE IT HAS THE EXACT SAME DIAGNOSIS AS IS DESCRIBED BY THE RECALL. THE NOTION THAT A MAKER CAN EXCLUDE A VEHICLE WHICH EXHIBITS THE PROBLEMS TO BE FIXED BY A RECALL BASED ON EXTRANEOUS CRITERIA IS FUNDAMENTALLY FLAWED. THE VEHICLE IN QUESTION IS UNSAFE TO DRIVE AND THERE IS A RECALL TO FIX THE SAFETY ISSUE FOR THE MAKE, MODEL AND YEAR IN QUESTION. THAT THE VEHICLE IS EXCLUDED BASED ON EXTRANEOUS CRITERIA IS RECKLESS REGARD FOR MY SAFETY AND POTENTIAL BYSTANDERS!

THE CONTACT OWNS A 2002 VOLVO S60. THE CONTACT STATED THAT THE FRONT AND REAR PASSENGER SIDE SEAT BELTS FAILED TO OPERATE BY NOT RETRACTING. THE VEHICLE WAS TAKEN TO AN INDEPENDENT MECHANIC FOR DIAGNOSIS WHERE IT WAS STATED TO THE CONTACT THAT THE SEAT BELT ASSEMBLY NEEDED TO BE REPLACED. THE VEHICLE WAS NOT REPAIRED. THE MANUFACTURER WAS NOT NOTIFIED OF THE FAILURE. THE APPROXIMATE FAILURE MILEAGE WAS 106,000. THE VIN WAS NOT AVAILABLE.

THE CONTACT REFERENCED NHTSA CAMPAIGN ID NUMBER 07V152000 (FUEL SYSTEM, GASOLINE:FUEL PUMP) HOWEVER, THE VIN WAS NOT INCLUDED. THE VIN WAS NOT AVAILABLE. THE FAILURE MILEAGE WAS 119,000. THE CURRENT MILEAGE WAS 120,000.

NOTICED A BURNING SMELL WHILE DRIVING, AND SMOKE EMANATING FROM LEFT SIDE OF DRIVER'S SEAT. FELT AROUND AND MY HAND WAS BURNED. PULLED OVER TO FIND THAT THE HEATING ELEMENT INSIDE THE SEAT HAD BURNED THROUGH THE CUSHION AND LEATHER LEAVING A HOLE ON THE SIDE OF THE DRIVER'S SEAT. SEARCHING THE INTERNET, THIS APPEARS TO HAVE ALSO HAPPENED TO OTHER DRIVERS.

THERE WERE NO WARNING SIGNS THAT THIS WAS ABOUT TO HAPPEN NOR IS THERE ANY EXPLANATION FOR WHY IT HAPPENED. I WAS DRIVING ON A DARK ROAD AND I LOST COMPLETE VISION OF THE ROAD DUE TO HEADLIGHT FAILURE (BOTH LOW AND HIGH BEAMS). THIS SCENARIO IS A COMMON SAFETY ISSUE ASSOCIATED WITH MANY OTHER SIMILAR VOLVO YEARS AND MODELS. I HAD TO STOP THE CAR IMMEDIATELY TO AVOID CRASHING AND CALL SOMEONE TO PICK ME UP. ALL SYMPTOMS FROM THIS "BLACKOUT" DID NOT AND HAVE NOT DISAPPEARED SINCE IT HAPPENED, MAKING THE CAR UNDRIVABLE. THESE SYMPTOMS ARE SUSPECT TO BE THE RESULT OF A CEM FAILURE, WHICH ALSO CONTROLS EMISSIONS. AS STATED PREVIOUSLY, THIS EXACT SCENARIO HAS CAUSED THOUSANDS OF SIMILAR VOLVO YEARS AND MODELS TO BE RECALLED/REPAIRED ON VOLVO'S BEHALF.
